NYer pleads guilty to stalking actress Cotillard

NEW YORK (AP) ? A New York City woman has pleaded guilty to stalking "The Dark Knight Rises" actress Marion Cotillard (koh-tee-YAR').

Teresa Yuan pleaded guilty Friday in Brooklyn federal court. Prosecutors say she sent 504 emails and 120 webcam videos of herself to a Cotillard fan website over four days in 2011.

In some of the videos shown in court, Yuan appears to be topless, hisses like a cat and discusses playing Russian roulette. Her lawyer says he agrees the videos could seem threatening.

The Daily News reports (http://nydn.us/TOhkYD ) the 32-year-old Queens resident told a judge that she's undergoing psychiatric treatment for bipolar disorder.

The charge carries a sentence of up to 16 months in prison, but her lawyer says prosecutors have indicated they wouldn't object to probation and psychological treatment.

Over 65s at increased risk of developing dementia with benzodiazepine


Patients over the age of 65 who begin taking benzodiazepine (a popular drug used to treat anxiety and insomnia) are at an approximately 50% increased risk of developing dementia within 15 years compared to never-users, a study published today on bmj.com suggests.

The authors say that "considering the extent to which benzodiazepines are prescribed and the number of potential adverse effects indiscriminate widespread use should be cautioned against".

Benzodiazepine is a widely prescribed drug for the over 65s in many countries: 30% of this age group in France, 20% in Canada and Spain, 15% in Australia. Although less widespread in the UK and US it is still very widely used and many individuals take this drug for years despite guidelines suggesting it should be limited to a few weeks. Previous studies have found an increased risk of dementia, but others have been non-conclusive.

Researchers from France therefore carried out a study on 1063 men and women (average age 78) in France who were all free of dementia at the start. The study started in 1987 and follow-up was 20 years. The researchers used the first 5 years to identifying the factors leading to benzodiazepine initiation and evaluated then the association between new use of this drug and the development of dementia. They also assessed the association between further benzodiazepine initiation during the follow-up period and risk of subsequent dementia. Rates were adjusted for many factors potentially affecting dementia, such as age, gender, educational level, marital status, wine consumption, diabetes, high blood pressure, cognitive decline, and depressive symptoms.

95 out of the 1063 patients started taking benzodiazepine during the study. 253 (23.8%) cases of dementia were confirmed, 30 in benzodiazepine users and 223 in non-users. New initiation of the drug was associated with shorter dementia-free survival.

In absolute numbers, the chance of dementia occurring was 4.8 per 100 person years in the exposed group compared to 3.2 per 100 person years in the non-exposed group. A "person year" is a statistical measure representing one person at risk of development of a disease during a period of one year.

The authors say that although benzodiazepine remains useful for treating anxiety and insomnia, there is increasing evidence that its use may induce adverse outcomes in the elderly such as serious falls and fall-related fractures and this study may add dementia to the list. They say that their data add to the accumulating evidence that the use of benzodiazepines is associated with increased risk of dementia and, if true, that this "would constitute a substantial public health concern". Therefore, taken the evidence of potential adverse effects into account, physicians should assess expected benefits, limit prescriptions to a few weeks, and uncontrolled use should be cautioned against. They conclude that further research should "explore whether use of benzodiazepine in those under 65 is also associated with increased risk of dementia and that mechanisms need to be explored explaining the association"

Retired GOP judge backing Democrat Robert Vance

MONTGOMERY, Alabama ? Retired Alabama Supreme Court Justice Gorman Houston gave Republican Roy Moore a campaign donation when he ran for chief justice in 2000 and donated toward his moving expenses after he got elected. He's not repeating that in Moore's new campaign.

"I'm voting for Bob Vance in a big way," Houston said in an interview.

Houston said Vance is a well-respected circuit judge who has drawn praise from plaintiff and defense lawyers. For Houston, a Republican, backing Vance means crossing party lines.

The 79-year-old retired justice said Moore's actions when they served together are preventing him from supporting Moore's bid to regain the office he got kicked out of in 2003. Houston said those actions include Moore disobeying a court order even though the state's Cannons of Judicial Ethics say "a judge should respect and comply with the law."

Moore said he's surprised Houston would support Vance since he contributed to President Barack Obama's 2008 campaign. "If Gorman is led to support the Democrat platform of taxpayer-funded abortions, same-sex marriage, and the exclusion of God, then he is certainly free to do so, but I will continue to acknowledge God and stand for morality under the law," Moore said in a statement Friday night.

He also released a handwritten letter Houston sent him on Dec. 18, 2002, to say thanks for a Christmas gift of fruitcake. The letter was written before Moore lost his job for defying a federal court order to remove his Ten Commandments monument from the lobby of the state judicial building.

Houston wrote: "I enjoy serving with you on the Court. I have served on 12 different courts, and I enjoyed all of them. However, some were more enjoyable than others, and the present Court is the most enjoyable of all. You are a man of great faith and great principle, and I respect that very much."

Houston also noted in the letter that earlier in his career, he considered disobeying a court order, but didn't after reading Scripture in Romans about submitting to governing authorities.

"I do hope that you will not have to defy a court order, because that could put the Court in great chaos," Houston wrote.

At the time of Houston's letter, a federal judge had set a Jan. 3, 2003 deadline for Moore to comply with an order to move the monument.

Vance said Friday he was honored by Houston's support. "Justice Houston does a service by reminding us what we went through 10 years ago," he said.

Houston became the court's senior member when Moore took office in 2001. He said previous chief justices he served with were consensus builders, but Moore was not. He said Moore's handling of budget issues strained relationships with circuit judges, legislators and other elected officials. He said he worries that could happen again if Moore is elected to a second term Nov. 6.

Houston's views about Moore are not something developed for the chief justice campaign. Much of what he said in the AP interview is also discussed in his personal papers that he filed with the state law library and state archives more than seven years ago.

Houston served on the Supreme Court from 1985 until his retirement in 2005. In the Republican primary for chief justice in 2000, Houston voted for fellow Justice Harold See, who finished second to Moore. Houston said he later went to visit Moore at the courthouse in Gadsden, where Moore developed a reputation as Alabama's "Ten Commandments judge" for displaying a handmade plaque of the commandments in his courtroom.

After a three-hour visit, Houston decided to support Moore over Democratic challenger Sharon Yates in the general election. He also gave Moore a $1,000 campaign donation, which is reflected in Moore's campaign finance reports.

After Moore won, Houston said friends of Moore's told him that the new chief justice needed help with moving expenses. Houston said he made a personal donation. He can't remember the exact amount, but believes it was $200.

Their relationship began to sour when Moore moved a granite monument of the Ten Commandments into the rotunda of the state judicial building late at night on July 31, 2001. Houston saw the 2.5-ton monument when he arrived for work in the morning.

"None of the eight associate justices knew anything about the monument until it was in place in the rotunda," he said.

He said Moore told him that he didn't tell the other justices because he was the lessee of the building in state records and he didn't want to get the other justices involved in any litigation that might arise. Houston said Moore also assured him in person that day and in a letter later that he did not anticipate the monument costing the state any money.

Lawsuits did follow. The people who sued won a federal court order requiring Moore to move the monument from public view. Moore refused. A state judicial court suspended him in August 2003 and then unanimously kicked him out of office three months later for not abiding by the court order.

Houston said he tried to keep the case from getting that far. He offered to let Moore turn over his duties to him temporarily and let him remove the monument to comply with the court order. But Moore declined and wrote: "The members of the court have not taken the time or consideration to understand my position in this matter. They render their opinion without an understanding of the United States Constitution or their obligations thereunder."

After the state Court of the Judiciary suspended Moore, Houston became acting chief justice and had the monument moved. He said he acted because the federal judge was threatening to fine the state $5,000 a day for each day the monument remained, with the fine doubling each week. Even though the state missed the judge's deadline for moving the monument, the federal judge didn't levy a fine.

Houston said Moore always insisted he was acknowledging God, but he couldn't find any judge to overturn the court order to remove the monument or to put him back in office. "Not a single other judge has agreed with Judge Moore," Houston said.

Romney says Pennsylvania win would be a 'shock'

PHILADELPHIA (AP) ? Republican presidential candidate Mitt Romney campaigned Friday on an uphill battle to win Pennsylvania, acknowledging it would be a "shock" if he were able to overcome President Barack Obama's lead in the state.

Facing a narrowing path to electoral victory, Romney courted donors at Philadelphia's exclusive Union League Club before a midday rally in suburban Wayne. The state has not supported a Republican presidential candidate in nearly a quarter-century and his campaign is not running any television ads in Pennsylvania.

"We really would shock people if early in the evening of Nov. 6 it looked like Pennsylvania was going to come our way and actually did come our way. That can happen," Romney told about 200 donors who paid as much as $50,000 to attend his morning fundraiser.

He changed to a more optimistic tune later in a speech before a larger crowd at Valley Forge Military Academy and College.

"The Obama campaign thinks Pennsylvania is in their pocket, they don't need to worry about it," Romney said to shouted objections from the crowd. "You're right and they're wrong ? we're going to win Pennsylvania. We're going to take the White House."

Aides privately concede Obama has the advantage in Pennsylvania and suggested Romney's visit ? his first to the state in more than two months ? was largely designed to raise the money needed to narrow Obama's edge in more competitive states. The campaign would not say how much it raised at the event, but Romney brought in $5 million at a Washington gathering Thursday and is expected to raise another $7 million at a Boston fundraiser later Friday.

"My priority is job creation and growing incomes," he told the donors in Philadelphia. "My priority is not trying to punish people who have been successful."

Obama also will focus on raising cash Friday at three fundraising events in Washington.

He was set to deliver remarks at a finance event at the Capital Hilton, where tickets start at $250 but go as high as $10,000 per couple. Obama planned to attend a smaller fundraiser at a private residence before returning to the Capitol Hilton for a third event.

Both candidates worked statesmanship into their politicking Friday with separate telephone calls to Israeli Prime Minister Benjamin Netanyahu. Romney criticized Obama for not meeting with Netanyahu this week during his visit to the United Nations, where the prime minister warned the world only has until next summer to stop Iran from building a nuclear bomb. Aides to both candidates did not mention that dire declaration in their reports of the calls.

Romney told the crowd at Valley Forge that he didn't know how any student at the school could support Obama. He said the president was cutting military spending while job opportunities for college graduates have decreased.

"On both fronts this president's policies have not worked for this country's young people," Romney said.

Obama campaign spokeswoman Lis Smith objected to Romney's criticism, since Republicans in Congress, including Romney running mate Paul Ryan, overwhelmingly backed defense spending reductions when they voted for deficit-cutting legislation last year.

"In next week's debate, facts will matter, and Mitt Romney simply failed to meet the bar of honesty today," Smith said in a statement.

Obama and Romney are scheduled to face off Wednesday in Denver for the first of three debates, which may represent the challenger's best remaining opportunity to change the trajectory of his campaign. Romney has struggled through a series of perceived missteps in recent weeks amid signs that confidence in the nation's economy is on the rise.

Obama met with advisers Friday at Democratic National Committee headquarters in Washington to prepare for the debates before heading Sunday to Nevada to hold practice sessions. His campaign released a political memo on Friday saying it expects Romney "to be a prepared, disciplined and aggressive debater."

However, it said that while the president would be laying out his vision for the coming years, Romney has "signaled that he will come to indict the president for the fact that the economy has not fully recovered from the collapse of 2008."

The Obama memo and an accompanying Web video also aim to debunk claims by Romney that the president has mischaracterized the Republican's positions on the auto industry bailout, abortion and raising taxes on wage earners to cover tax cuts for multimillionaires.

With economic concerns paramount for voters, Obama and Romney continue to jab over who would best protect American manufacturing workers against unfair trade and currency practices by China. In an interview with the Plain Dealer newspaper of Cleveland, Obama said the United States must push hard but "not go out of our way to embarrass" China to get results.

"There's a strong nationalist sentiment inside of China, and they've got their own economic pressures," Obama told the newspaper during a campaign visit this week. "So we're not interested in triggering an all-out trade war that would damage both economies. What we're interested in is making sure they're treating our workers fairly, and that's what we've delivered on."

Obama on Friday used his presidential authority to block a Chinese company from owning four wind farm projects near a Navy base in Oregon, citing national security risks. It was the first time in 22 years that a U.S. president blocked such a foreign business deal.

Budget 2013: LIAM Proposed Separate Tax Relief On Insurance ...

Tax Relief on InsuranceThe Life Insurance Association of Malaysia (LIAM) has proposed the government give a separate tax relief of RM6,000 on insurance premiums alone in Budget 2013.
In a statement today, LIAM said currently, a yearly tax relief of RM6,000 was given on the aggregate of insurance premiums and Employees Provident Fund (EPF) contributions.
Its president, Vincent Kwo, said the amount has remained constant for a number of years.
?With rising wage level, the EPF contributions have taken up a substantial portion of the RM6,000, leaving an ever-diminishing amount left to be claimed as tax relief on insurance premiums,? he said.
Kwo said this would put more money back into the pocket of the rakyat to relieve them of their financial burden and also to encourage them to have a better financial plan for the future.
On the medical and education insurance, he said, with rising medical costs, the current tax relief of RM3,000 was insufficient to cater the needs of a typical family.
?We hope that this can be increased to RM6,000,? he said. He said with the ageing population and rising costs, a private pension scheme was required to supplement the income for the current generation who would retire in future years.
?For private pension schemes to take off, as evidenced from other overseas markets, we believe the government will need to provide tax incentives to pension scheme contributors,? he said.
Kwo hoped that government would extend the current tax relief of 10 years and remove the eight per cent tax on the annuity fund to be similar to the private retirement scheme, which was tax-free.
He said while other similar investment vehicles, such as unit trusts, were exempted from paying tax on investment income, this was not the case for the rakyat?s investment income in the life insurance fund.
?Currently, investment income in the life insurance fund is taxed at eight per cent. This is not benefiting the policyholders. We look forward to the removal of the tax in this category,? he said. ? Bernama

(AP) ? The league president and head coach of a children's football team in Orange County have been suspended amid allegations that players were offered bounties to knock opponents out of games.

The executives presided over last year's Tustin Junior Pee Wee Red Cobras, a team of mainly 10- and 11-year-olds.

The Orange County Register (bit.ly/OsCHwh) says a group of parents alleges that head coach Darren Crawford and an assistant coach offered players cash for getting big hits and for knocking rivals out of playoff games last season. One player suffered a mild concussion.

National Pop Warner officials say Crawford and Tustin President Pat Galentine have been suspended until the program investigates the allegations and issues a ruling.

New virus in Africa looks like rabies, acts like Ebola

A new virus that appears similar to rabies, but has the symptoms and lethality of Ebola, shown here, has been dubbed the Bas-Congo virus. It killed two teenagers in the Congo in 2009.

A virus that killed two teenagers in Congo in 2009 is a completely new type, related to rabies but causing the bleeding and rapid death that makes Ebola infection so terrifying, scientists reported on Thursday. They?re searching for the source of the virus, which may be transmitted by insects or bats.

The new virus is being named Bas-Congo virus, for the area where it was found. ?Researchers are finding more and more of these new viruses, in part because new tests make it possible, but also in the hope of better understanding them so they can prevent pandemics of deadly disease.

The virus infected a 15-year-old boy and a 13-year-old girl in the same village in Congo in 2009. They didn?t stand a chance, says Joseph Fair of Metabiota, a company that investigates pathogens. Fair is in the Democratic Republic of Congo now, under contract to the U.S. Agency for International Development (USAID) to help battle an ongoing Ebola outbreak.

?They expired within three days,? Fair said in a telephone interview. ?It was a very rapid killer.?

A few days later a male nurse who cared for the two teenagers developed the same symptoms and survived. Samples from the lucky nurse have been tested and it turned out a completely new virus had infected him, Fair and other researchers report in the Public Library of Science journal PLoS pathogens.

The genetic sequences went to Dr. Charles Chiu, of the University of California, San Francisco.

?We were astounded that this patient had sequences in his blood from a completely unknown and unidentified virus,? Chiu said. They weren?t expecting that.

?Congo is very much known for having Ebola and Marburg outbreaks. Yet about 20 percent of the time we have hemorrhagic fever outbreaks that are completely negative, which means unknown causes and they are not Ebola.?

The sequencing puts this new virus on its own branch of the bad virus family tree -- somewhat related to Ebola and the virus that causes Lassa fever, another horrific killer, and most closely related to the rhabdoviruses. This family usually only infects animals with one notable exception -- rabies.

But rabies is not known to cause hemorrhaging. It?s plenty horrible on its own, of course, killing virtually all patients if they aren?t vaccinated soon after infection.?

A nurse who took care of the first infected nurse had antibodies to the new virus. It doesn?t look like the teenagers infected one another, says Fair, but they probably infected the first nurse, who probably infected the second.?Tests of other villagers have found no more evidence of the virus, however, which is good news.

?Although the source of the virus remains unclear, study findings suggest that Bas-Congo virus may be spread by human-to-human contact and is an emerging pathogen associated with acute hemorrhagic fever in Africa,? the researchers wrote.

Africa is loaded with nasty viruses. Lassa fever virus comes from a family known as arenaviruses and causes 500,000 cases of hemorrhagic fever a year. Crimean-Congo hemorrhagic fever and Rift Valley Fever viruses are in another family called bunyaviruses; Ebola and Marburg viruses are filoviruses that kill anywhere between 30 percent and 90 percent of victims. They?re also helping wipe out great apes such as gorillas in Central Africa. This adds a new one to the list.

It worries Chiu because its closest relative is spread by biting flies in Australia. ?We think that is potentially a valuable clue. This virus may have come from an insect vector,? Chiu says. ?What is scary about this virus is if it does happen to be spread by insects, it has the potential to be something like West Nile."

West Nile showed up in the United States for the first time in 1999, having never been seen here before. It causes regular outbreaks in Africa and parts of Europe, however, and some experts think a mosquito or an infected person carried it on a flight to New York.?It?s killed 147 people in an especially bad U.S. outbreak this year, although more than 90 percent of people infected with West Nile never even know it.

New viruses often cause disease -- there was severe acute respiratory syndrome or SARS, which killed 800 people and infected 8,000 in 2003 before it was stopped. Scientists are now watching a similar virus that has emerged in the Middle east.

Chiu says there is not enough information to know how deadly the new Bas-Congo virus is.

?It ?has probably been lurking out there in remote areas and causing sporadic cases of hemorrhagic fever and no one had the resources to discover it,? Chiu said. ?This is probably the tip of the iceberg. I believe there are many, many more of these emerging viruses that have yet to be discovered,? he added.

?This points to the importance of being vigilant, especially these remote areas of Africa and Asia. This is the area that I believe the next generation of emerging viruses will come from.?

Fair agrees, and says his team will be looking. They?ll also be checking to see if bats or insects can spread it. ?It is a frightening prospect. That is why the next step in this process is to look for the vector,? Fair said.

That?s not so easy. Fair?s team and hundreds of other scientists have been looking for the reservoir -- the animal or insect source --of Ebola. That would be a bat or other creature that can carry it without getting sick itself. So far they have had no luck, although fruit bats are a major suspect.

And for the new Bas-Congo virus, the trail is now three years old. ?Everything we do will be as a forensic investigation,? Fair said. ?We really have to go look for a needle in a sack of needles.?

And in the meantime, there?s an outbreak of Ebola to cope with. Fair says a coordinated effort is going on, although this isn?t the worst outbreak he has seen. It?s killing about 30 percent to 40 percent of patients -- not nearly as bad as some strains, which killed up to 90 percent of victims.

?If you had to get Ebola, this is the strain to get,? he said.

Here?s the recipe for our crock pot pollo arroz, altered to include Mazola? Sobrecitos? chicken bouillon packets.

Ingredients

  • 3 cups of long grain white rice
  • 1 whole chicken or 3-4 chicken breasts, cut into pieces
  • 1 large onion, diced
  • 3 large ripe tomatoes, cut into large pieces
  • 1/2 to 1 cup pimiento-stuffed?olives, depending on your preference
  • 1 teaspoon ground cumin
  • 2 teaspoons of garlic powder or 3-4 fresh garlic cloves, minced
  • 2 tablespoons of olive oil
  • 2 bay leaves
  • 4 1/2 cups water
  • 2 packets of Mazola? Sobrecitos? Chicken Flavor Bouillon
  • 1 packet of?Mazola? Sobrecitos? Tomato Flavor Bouillon

Directions

In a large crock pot, add all of your ingredients, except the rice, incorporating them one by one. ?Bring to a boil, stirring frequently and once boiling, add in the rice. ?Cook on high heat until the liquid is absorbed into the rice, about an hour, depending on temperature. ?After this point, stir the rice gently and turn down the temperature to medium heat. ?Continue cooking about 20 more minutes, until the rice is tender, but firm.

Garnish with fresh cilantro, tomatoes or even pico de gallo. ?Enjoy!

WASHINGTON (AP) ? In presidential politics, everybody's searching for "the moment." The campaigns don't know when or how it will come, but they watch for something ? awkward words, an embarrassing image ? that can break through and become the defining symbol of the other guy's flaws.

Now all eyes will be on the three presidential debates, especially the all-important first one Wednesday night, a perfect incubator for such a moment.

The unpredictable nature of the debates is part of what attracts tens of millions of live-TV viewers. A big blunder or "gotcha" quip is sure to be remembered. And President Barack Obama and challenger Mitt Romney will be fielding questions for 4? hours in all, a long time to stay on message.

"If we have any moment in terms of seeing the true, the real, the unscripted candidate, it's likely to happen on the debate stage," said Mitchell McKinney, a University of Missouri associate professor who studies the presidential match-ups.

It's the all-too-human slips that live on. Think of Al Gore sighing loudly and often, a bored-looking George H.W. Bush checking his watch, or Richard Nixon appearing clammy and tired next to a tanned and rested John F. Kennedy in the first televised debate in 1960.

"Whether it's sighing or looking at your watch, people will remember that. And they'll have a lot of help because the press is going to replay it and replay it and it's going to show up on 'Saturday Night Live,'" said Tad Devine, who was a senior adviser to Gore's campaign. "It becomes part of their daily conversation, and it takes hold."

The killer moments are the ones that seem to verify what voters already suspect, Devine said, usually after weeks or months of priming by the opposing camp.

Romney and Obama know the risk firsthand.

During the GOP primary debates, Romney played into worries that his wealth distances him from ordinary people by offering to back his words with a friendly wager ? a $10,000 bet.

In the 2008 Democratic primaries, Obama reinforced criticism that he's arrogant and aloof. As Hillary Rodham Clinton good-naturedly tried to deflect a question about her likability, Obama cut in. "You're likable enough, Hillary," he said dismissively. He didn't even look up.

A defining moment can sprout anywhere, of course.

For John McCain, it was a Florida campaign rally on Sept. 15, 2008. As Lehman Brothers filed for bankruptcy, the nation's financial system teetered on the brink and stocks tanked, McCain insisted that "the fundamentals of our economy are strong." The Obama campaign jumped on that phrase to portray McCain as oblivious ? and it stuck.

A question from a college student about funding for the wars in Iraq and Afghanistan tripped up John Kerry in 2004. "I actually did vote for the $87 billion before I voted against it," Kerry declared. President George W. Bush's campaign had what it needed: the perfect shorthand for Kerry as a flip-flopper.

This year's campaigns already have spent months looking for that one devastating blow. So far the top contender is Romney's secretly recorded dismissal of "47 percent of Americans" who don't pay taxes and depend on government aid. And then there's Obama's "you didn't build that" remark about business owners.

This year's first presidential debate, focused on the economy and the role of government, offers each man a chance to explain away such mistakes ? and the risk of cementing a new one into voters' minds.

Brett O'Donnell is the debate coach credited with teaching Romney how to deflate Newt Gingrich during the Florida primaries. He says that on Wednesday the GOP nominee needs to confront his video-recorded setback head-on and turn it against Obama.

"He has to turn the 47 percent and make sure people understand the reasoning behind that argument, how that's the result of the president's policies," he said. Romney can emphasize the increasing number of people relying on food stamps, unemployment checks and other aid, suggests O'Donnell, who no longer works for the campaign

The big moments don't have to be bad, after all.

It was Republican strategist Lee Atwater who promoted the idea of a moment that defines a candidate's character. He saw a positive one when Vice President George H.W. Bush stood up to CBS anchorman Dan Rather in a live interview about the Iran-Contra scandal. The aggressive performance quashed criticism that Bush was wimpy.

In his 1980 challenge to President Jimmy Carter, Ronald Reagan pulled off two famous debate lines that helped win a landslide. "There you go again," he quipped when Carter accused him of planning Medicare cuts. And he asked America a question that still echoes today: "Are you better off now than you were four years ago?"

Reagan's shaky performance in the first debate of 1984 raised questions about the 73-year-old president's fitness for another term. Next round, when asked about the age issue, Reagan silenced doubters by declaring with a twinkle that he would not "exploit for political purposes my opponent's youth and inexperience."

At that moment, "the campaign was over," the Democratic nominee, Walter Mondale, later told PBS journalist Jim Lehrer.

Debates rarely yield such total triumphs, however. And they're seldom an election's single deciding factor, scholars such as McKinney say.

President Gerald Ford's insistence in 1976 that "there is no Soviet domination of Eastern Europe" undermined confidence in his ability as a Cold War leader. Texas Gov. Rick Perry wiped out his chance at this year's Republican nomination by forgetting the third of three federal agencies he wanted to eliminate. All he could say was, "Oops."

Although it doesn't happen often, McKinney said, "There is a chance to blow it."

Florida officials face new legal challenge over voter purge

TALLAHASSEE, Florida (Reuters) - Voter protection groups said on Thursday Florida election officials had reneged on an agreement to ease up on efforts to purge non-U.S. citizens from voter rolls and accused the Republican-led administration of trying to intimidate voters.

Earlier this month, voting groups had dropped a legal challenge to a state purge of voter lists after Florida election officials said they had greatly reduced the number of potentially ineligible voters due to errors on an original list.

But on Wednesday, Department of State officials sent a new list of 198 names to county election supervisors culled from a Department of Homeland Security's database that tracks residency status.

The new purge effort was "not within the spirit of our agreement," said Katherine Culliton-Gonzalez, director of voter protection for Advancement Project, a Washington D.C.-based racial justice advocacy group. "It creates intimidation and confusion and the state knows very well this is going to get some eligible voters."

The move was the latest in a series of complex developments on voter registration in the key battleground state of Florida, the state which famously decided the 2000 election in which George W. Bush beat Democrat Al Gore after a legal battle over Florida's results that went to the Supreme Court.

Advocacy groups say the push to purge the voter rolls of non-citizens is a thinly veiled attempt to disqualify and intimidate Hispanic and African-American voters, as well as other recent immigrants, who tend to vote for Democratic candidates.

Florida is among a handful of Republican-led states that have passed laws in recent years to tighten voter requirements.

"We have a responsibility to ensure Florida's voter rolls are current and accurate," said Chris Cate, a spokesman for the department. "The process to identify potential non-citizens has been a careful, thorough and legally-sound process to uphold the integrity of Florida elections by making sure ineligible voters can't cast a ballot."

Florida Governor Rick Scott has maintained that his only motive is ensuring that the ballots of eligible voters are "not diluted" by ballots cast by non-citizens, convicted felons and others who have not properly registered to vote.

Five voter protection groups and two individual plaintiffs are suing Florida Secretary of State Ken Detzner and seeking an injunction against the purge, claiming it violates the National Voter Registration Act, which the groups say bars such purges 90 days before an election.

"To have these efforts come so close to the election is shocking," Culliton-Gonzalez of the Advancement Project said.

"The numbers they are talking about are infinitesimally small. Florida has nearly 11.5 million registered voters, yet they are subjecting legitimate voters to this type of scrutiny."

A Florida federal judge has scheduled a hearing next Monday in the lawsuit to block removal of possibly ineligible voters from registration rolls before the November elections.
